Will All Votes Be Tallied on Election Night Before 2020?

Claim: Prior to 2020, votes cast in U.S. elections were counted immediately following election night – every vote being counted before midnight of election night was taken into consideration on election night itself. For this rating:
Social media users in the days preceding the 2024 presidential election claimed that in years past, every vote counted on Election Night. One user even archived each year since 1789 with “SAME DAY RESULTS,” with 2000’s results having to be settled by court after 24 hours and 2020 being “A FULL WEEK FOR RESULTS.” As of this writing, this post had over 4.8 million views and 152,000 likes – showing why every election could still count for something on Election Day!

Although some commenters were incredulous at first, others blamed election fraud as being responsible. One user replied “They must have had to deliver votes via horse and buggy”, while another noted “It always takes longer to cheat a vote than count it”.
At first fact-check in 2022, we discovered this claim was inaccurate and contributed to a false conspiracy theory of widespread voter fraud in American elections (we broke down some claims here).
According to The Associated Press, no state releases complete results on election night; and none has ever done so in recent history.
Every state varies in its voting practices; some rely heavily on mail-in voting rather than in-person polling, which may influence when final results are certified. As we reported in October 2024, different states set different deadlines to include mail-in ballots into final tally counts.
Going back through election results over time, we saw numerous instances in which states were still counting votes after Election Day:

In 2020, votes were still being counted in California, Delaware and Florida; for 2016, votes were being tallied shortly after Election Day in Arizona, Ohio, Pennsylvania among others.
In 2012, newspapers reported that Florida, Maryland and Montana (to name just three examples we came across) were still tallying votes after Election Day had passed. Furthermore, The Guardian, Politico and other outlets also reported ballots were still being counted after Election Day had come and gone in certain states.
In 2004, there were reports that voters in multiple states were still counting votes after Election Day; similarly in 2000 the winner of the presidential contest wasn’t known until more than 30 days had passed since Election Day.
PBS also reported that on Election Days 1876, 1824 and 1800 there wasn’t one clear presidential winner at the conclusion.
